UZTELECOM's Bukhara data centre receives Tier III design certification
UZTELECOM's Bukhara data-centre design has passed Uptime Institute Tier III TCDD certification. We explain the design milestone and the next checks.

On 7 July 2026, UZTELECOM announced that the design for its Bukhara data centre had received Uptime Institute Tier III TCDD—Tier Certification of Design Documents. A project in Kokand had previously reached the same stage.
This is a meaningful but precisely defined milestone. TCDD confirms that the design documentation meets the requirements of the selected tier. It is not the same as certification of a completed, operating facility, so the announcement should not be interpreted as the end of all site testing.
What design certification means
At the design stage, reviewers assess whether the planned engineering architecture permits maintenance without stopping critical load. For the owner, this reduces the risk of discovering a fundamental problem after construction, when changes to power, cooling or physical routes become much more expensive.
Procurement, installation, commissioning and testing still separate the design document from an operating data centre. Even a correct design can be implemented with deviations. Verification of the constructed facility and its operating procedures is therefore the next important evidence.
What a data-centre customer should verify
Design certification does not replace a technical assessment of the service being purchased. A customer should request:
- the exact certification scope and current facility status;
- redundancy design for power, cooling and network entrances;
- the maintenance procedure for keeping customer loads online;
- the service-level agreement and availability calculation rules;
- physical-security and access-control arrangements;
- independence of telecommunications routes;
- backup and recovery arrangements for customer systems;
- results from recurring emergency-scenario tests.
Facility resilience and application resilience must remain separate. Redundant power does not protect a service from configuration errors, corrupted data or failure of a single external API. The customer still needs backups, monitoring, a tested recovery plan and, where justified, a second site.
A practical placement scenario
Before migration, run a limited pilot with a non-critical service. Measure network latency and test administration channels, log collection, backup and recovery from a component failure. Every promised parameter should move from a presentation into the contract and operating procedure.

Practical conclusion
The Bukhara design certification is a useful control point in UZTELECOM’s development of regional data-centre infrastructure in Uzbekistan. It indicates that Tier III requirements have been considered in the documentation before construction is complete.
An enterprise decision should ultimately use the status of the constructed facility, contractual targets, test evidence and the architecture of the customer’s own service. The TCDD wording matters: it confirms a design, not uninterrupted operation for every application hosted there.
